Everything is possible with God. Just as He resurrected Lazarus, He can resurrect as church. He called Lazarus from the tomb and can do the same to a church.
You don’t need a ton of proof to know that more and more churches are struggling to survive. It seems churches that are in this predicament have one of two options: revive or die. Some churches are like a man who has been sentences to death, is referred too as being a “dead men walking”. This may be the state of your church, however God can resurrect or revitalize a church and the choice is being made by the congregation, sometimes without being aware.

A number of experts advise churches to use an outside advisor/coach to serve as their accountability partner, monitoring, encouraging and giving feedback to them through out the process. Churches, leaders, and members are all creatures of habit and in our sinfulness and stuckness we tend to avoid the tough stuff. Someone to support you as an adviser or Coach is an indispensable part of the hard task of revitalization.
